Outlook 98 problems

Scenario:
User sends a email to multiple users in a division.
User has read notification on.
User then selects original email she sent, clicks "respond to all" and deletes all the contacts and inserts only the ones that are coming to this party.
She then gets read notification from users who weren't on the 2nd email list but who were on the 1st list.
Is this a bug or something that happens when you delete the addy's in the original email and type new ones outlook still sends to original list?
