So Vladimir Putin on the ritz basically did propose this:

Vladimir (chocolate) Putin wanted to charge website owners, who he called the "senders" of information, a tax for every international connection sent to users in his country, despite it being the users who initiate the download of a site.

Wow, the resolution passed unanimously in both the Senate and House. Guess they CAN agree on something. :P

the interenet is kinda controlled by the IEEE right? they set the standards, but it's a meritocratic process, ultimately controlled by engineers i hope.
I mean, there's probably officce politics involved, amongst the engineers, the various outside interest groups (i mean it's a CONSORTIUM right?), but i dont' know what they are - from my outside perspective it all seems to run super smooth. Does anyone ever hear about things the IEEE has fucked up? not me. It's like some kinda utopian governing body!
Maybe we should replace our governments with these sorts of things. Ok maybe "replace" would be too drastic and sudden a change, how about we interbreed the 2, to insert more engineer genes into government. mmmm yes. i ship it

I have no problem with a UN body governing the internet as long as the governance makes sense (charging website owners for sending data overseas doesn't). The same applies to any local governments attempting to do the same thing.
