UPS - computer starting up after being shut down?

A friend said that since she started using a UPS her computer starts up after an hour or more after shutting it down.
Is that possible?

Did they read the documentation?
Did they understand the documentation?
Why are they using a UPS if they turn off the computer?

She is going to send me the mfg and model. She got it because the power is off and on a lot in her area.

I know some ups's have a data port on them that some times is a usb cable does hers have that on there and if so is it plug in? If so have her remove it

Its likely that if the cable is hooked up and the software was installed, then there could be a setting in there that turns on the computer at a specific time for one reason or another, however I would think that you could prevent that by turning off a "wake on usb" function in the systems bios, or by simply turning off the setting in the UPS software.
Frankly, the only time I'd have the cable hooked up is when you're setting the tolerance settings in the UPS. Once those are set, there really isn't a need to keep the usb plugged in or the software running unless they just want to keep track of what their power is doing. Depends on how bad the power is.
