Memo outlines Obama’s plan to use the military against citizens
“Federal military forces shall not be used to quell civil disturbances unless specifically authorized by the president in accordance with applicable law or permitted under emergency authority,” the directive states.

Why didn't you link right to
the directive? It was posted in that first article. Did you even read it? Probably not. Here, I'll read it too you:
It says, the National Guard (and only them) can go in to help against
extreme civil disturbances -- but only after the state has requested help, or in the case that a civil disturbance completely overruns state protective services the president can order help. In other words, if a riot gets too big and a local police force is effectively destroyed, the National Guard can step in to prevent people from killing each other in the chaos.
Reading this makes me trust my government more. They are looking out for me!
Note: The directive also
specifically says they can't use armed drone aircraft under any circumstances.
