I'm about to file a copyright for all of the letters in the Latin alphabet, and I'm sure it will breeze on through no problem. I'm then going to proceed to sue everyone ever on the internet for copyright infringement for using my newly owned symbols. Hmmmm. I think I'll file a patent for the Greek alphabet. That way, I can get royalties from every stuckup college fraternity and sorority in the world! Bwaaahaaahaaa!

He can use the symbol, but the problem comes when he tries to sue someone else's use of it. There's tons of examples of this. It's happened with cartoon characters, names, and this concept even extends to patents. Remember, like most government offices, the patent/trademark/copywrite office will take your money.

Yep. That image is public domain. You can't pull it out of public domain and his claim only applies to the new logo he made with changes, which is not what other people have copied. This is really just a goof by Zazzle and they need to implement better controls to avoid this sort of stuff.

Obviously Zazzle doesn't have a backbone. Just help them out by filing suit for removed designs which predate his, and that'll set things right. Or flip Zazzle the bird for not having a backbone and create an exodus.
