Today, almost anyone can buy a drone. And upgrade it. And reprogram it. And use it for criminal purposes. And now it turns out that if the drone has been used for criminal purposes or civilian organization, such as sabotage competitors, no one gets punished for it? Because you can always come up with a lot of reasons to justify why the drone had killed a man, or burn down the house, or blew industrial complex...
Or even drone may accidentally get into the engine of a commercial aircraft at a height at which the birds do not fly. Now no one can (or no one wants) even find the culprit disaster MH-17, which apparently was shot down by force of arms.
Not to mention the liability of holders of drones possible in such cases....

A) American pigs?
B) Russia
