um, where did they do so? Everything I ever read viewed it as a common failure of the nation, allowing such a thing to occur.

when was he elected? I'm not sure he WAS the mayor when that happened.......

He was elected before at least one of those instances took place and certainly he knows about it. I can't find anything from his office on it.
