I have a friend who is using "dialup". Yes he does....and he is looking at buying a Toshiba C50-B1503 Laptop.
Can he add a phone line port to it?
If not, how about a desktop?

Yeah, that should do it.
It would also work with a desktop, although the normal practice back when people installed modems on those very much was to install a PCI-based modem in an expansion slot. But you can use a USB modem with multiple computers much more easily, laptops included, so that might be the way to go.
Unless the laptop comes with an option that has a built-in modem (which is probably rare these days), it wouldn't be realistically possible to add one outside of a USB adapter like this.
