Stalin was directly responsible for the deaths of 20 million people under his rule, plus another 20 million soldiers and citzens that died defending Russia from the Germans during WWII. Bush hasn't even come close to those kinds of numbers, in either category, so I wouldn't put him anywhere near Stalin or Hitler on such a list.
