Looking for a level set

I don't remember the name, but I remember that I played it a long time ago (like maybe 15 or more years ago). What I do remember:
- It had custom weapons
- It had a custom plot/briefing screens
- One of the levels (I think the 4th one) was called something like "The Death Crusher" and was some kind of superweapon you had to destroy, but it wasn't the final level
Does anyone know what I'm talking about?

Huh... doesn't fit your description exactly but maybe The Lost Levels?
It did have custom weapons and a... extremely ridiculously enormous complicated plot. If you're a good player who likes to read you'd probably spend longer on the briefings than the levels.
It was more complicated than the Apocalyptic Factor... which also has two out of three but it doesn't have modded weapons.

I suspect you're thinking of level 5 of
Plutonian Outbreak 2.

Thanks, do you have the original one that was a sequel to as well?

I found it on this page:

It does indeed have the original. (It's not on DMDB though.)

It actually did have modded weapons. Stuff like homing fusion and a bouncing phase-energy cannon and dual-launch concs that make the Quartzon boss attack sound and stuff like that.
