Fresh opium in the streets of America

So myself and my friend are strolling in small, sleepy city CA, and we strike up a conversation with the flower vendor (my friend was buying some for his GF) when we notice about 10 papaver somniferum plants
We bought the fresh poppies off him (its illegal actually to sell fresh poppies, although many american homes have them growing), brought them home, and cut the tiny slits like they show in pics from Afghanistan
And poof, the milk spilled from the pod, we scraped and smoked...it worked. Ha. Then we took the pods, dried them at low heat in the oven, and made tea. Worked again.
America's drug laws are weird. I'll return to what Bush & Ashcroft call supporting the war on terror--you know, buying some local flowers.
Think I should tip the guy off that what he is doing is illegal? Dried pods are legal (I don't really know why, there are plenty of people on ebay and the internet selling them and the tea does work) but fresh certainly are not.
