That Obama's been doing. And you want a continuation of this with Hillary in office?
Today, many in the Air Force are questioning whether a similar mission could still be accomplished, after years of budget cuts that have taken an undeniable toll. The U.S. Air Force is now short 4,000 airmen to maintain its fleet, short 700 pilots to fly them and short vital spare parts necessary to keep their jets in the air. The shortage is so dire that some have even been forced to scrounge for parts in a remote desert scrapheap known as “The Boneyard.”

ummmm, Obama failed to pass a budget? That's how you have a forced reduction in spending, Congress couldn't balance the budget and refused to raise revenues to the levels needed. Your feeble attempt to blame Obama reflects the thinking I was just reading about: over half of Trump supporters think that the stock market is down under Obama. Stupidity, coupled with blind Obama-hate, isn't a plan, bunkie.

that was exactly ZERO times, in 7 years. ZERO. They've never been able to pass even a section of the overall budget.

Now, present us with a link to every VETO Obama penned of a budget.

President Barack Obama issued the fifth veto of his seven-year presidency on Thursday, rejecting the sweeping $612 billion National Defense Authorization Act in a move designed to prevent Republicans from getting an edge in nascent budget negotiations.

The expected veto of the defense policy bill — approved with wide, bipartisan support in both the House and Senate — shows a new level of resolve from a president who’s threatened in years past to veto the annual measure but had never followed through.

that is not a budget. In case you were unaware, Congress is compelled to pass an ENTIRE budget, with revenue and expenditures for ALL departments. Thanks to not doing so, you have the current 'sequester', which they cannot just work around for one section of the government without dealing with the whole budget.
