I don't know if this is something of which you're unaware, but this office cropped up after several lawsuits against D of Ag's subsidy policies and other things by people of color, who had been prevented from making a fair farm living due to selective enforcement of Federal Farm policies.

I wasn't, but I'm sure there was some justification. It just has a name that points to the weird peculiarities of how we organize our government. We kind of just hack things on with duct tape as we go. At some point, we're going to be due for a redesign. Those will be heady times.
