In NC we have a riot where a blacks man with a gun was killed by a black police officer, whose chief of police is black and most of the city council is black.
In OK we have a white officer killing a unarmed black man and the city of Tulsa is quiet. What am I missing here?

you sort of answered PART of it. Charlotte has made some strides in terms of addressing some blatant inequities. I heard it described today as a 'fully integrated city in which many still lead very segregated lives'. When progress has been made, minorities are far more likely to demand redress of wrongs. Further, most from the rest of the nation don't realize, Charlotte just went through a relatively peaceful reaction to a 2014 shooting of an unarmed man simply looking for assistance after a traffic accident, which resulted in a hung jury for the white cop, and left some bitterness when the city chose not to retry the officer. Tulsa, on the other hand, is still a racist hotbed with very little voice given to the black community, home of white civilian ride-alongs like the one that shot somebody last year. Also, the Tulsa case, as far as I know, might have involved a victim who was less than innocent(I might be wrong). Still, the black populace in Tulsa is living in fear of the white police force and likely isn't thus far doing much past passive demonstrations. Let's see when the facts all come out if they remain so, if it turns out that the victim was unarmed and unthreatening.

It looks like the wheels of justice are turning.:
Prosecutors filed first-degree manslaughter charges against a white Oklahoma police officer Thursday, less than a week after she fatally shot an unarmed black man on a city street and just days after police released videos of the shooting, saying in court documents that the officer “reacted unreasonably.”
