I'd say both Bush and Trump are on par for being ultimate clods. Bush, for his little quickie back rub when walked by Merkel and Trump for refusing to shake hands with Merkel like any decent man would who's secure with his power and manhood.

Listen closely to the audio. The press asked if they were going to have a "handshake" and then she expectantly looks towards Trump. When he sat there and deliberately ignored her with that irritated smirk on his face, she got an incredulous look of her own. He played a power trip and came out looking like a jackass.
