I don't really see this as a net neutrality issue. More like false advertising. Seems like a slam dunk FTC suit if Verizon is going to brand a plan "unlimited" and then impose a limit. Verizon probably falls under the FCC instead of the FTC, though.

Sitting here blanketed by the suffocating pall of smoke for weeks, Verizon needs to stop being a bunch of greedy whores and quit hampering these hardworking firefighter's efforts to get these fires under control.

I didn't recall whether it was the FCC or FTC that regulation of Verizon fell under, but it looks like the FTC is being asked to take this up:

Verizon throttling could trigger FTC investigation of deceptive practices

Either Verizon feared an FTC investigation, or instead had a moment of "we better fix our public image before our shareholders revolt", because they fixed the problem.

I'm almost willing to guarantee the former, because in their minds they figured it would be cheaper to give unlimited than spend the millions in court to fight this.
