Guide dog barred for only speaking French

Well, it's a 5-week immersion course. If it were a regular intro-level English course then I would agree that it is a ludicrous requirement, but the whole point of an immersion course is that you are forced (usually uncomfortably) to speak the language.

Kinda like living in America, where you are supposedly immersed in, and have to speak "English"? Shame that experiment failed.

Yeah. Walking into some places is more like an immersion course in Spanish. Luckily, I've already endured that pain in a classroom.
