Are you actually holding all three keys down? Have you tried plugging in another keyboard?

now that i have never come across. do you have your installation CD, id reinstall XP ( try a plain install first, if that dont work use a format and install )

Yes, but you'll still have to re-install all of the security updates. Honestly, I'd wait until Service Pack 2 is released...which will be sometime this month unless its been delayed. You never did answer my question though. Did you try using another keyboard?
EDIT: Are you using an account without administrator rights? You might not even have permission to run Task Manager. You can test this by right-clicking on your taskbar and clicking on Task Manager.
