Well I know Outlook Express sometimes put a file named ~ on your desktop. That's probably it.

what attributes does it have appended to it?

Hidden, Archive, System, Read Only ?

Just archive. like the normally useless attributes of a file would tell us much of what the file is doing.

not a filename, thats a systemvariable holding the path to the current active users profile. if you have a file named like that there is probably something gone wrong.
