Livings a breeze

I wonder how many people will continue to live down along the gulf states if this prediction is true:
"Brace yourselves: Scientists say 65 million Americans living on the Gulf and Atlantic coasts should expect weather like this for another 30 years. Maybe more."

How many time does ones house have to be destroyed or damaged before people give up? More importantly how long before the insurance companies just stop insuring property? The question for a long term investor is, where will coast property move to if coastal areas become too expensive to live on?
