Poster Creation Software/Templates

I'm looking to post some stuff on Zazzle, but I'd like to have it look like a decent poster instead of just the raw image.

Example <-- Black border, title centered on the bottom, smooth line, then author information, etc.

Can anyone point me somewhere to do this? I don't have a means of getting photoshop, but I do have GIMP. Really what I'm looking for is some kind of template that I can just plug the picture, my name and title in and have it spit out the final image and a desired resolution.

I've always done it the hard way using Photoshop and build it up in layers. Then when you need a different size you just open up your original Photoshop document and resize it and do a save-as or export.

There isn't anything I know of. I'd do it in gimp- just get yourself a nice custom font and maybe a scan of your signature. I'd say thats only ~2 hours of work to make it look good on gimp.
