gamespy and opening ports

I've been trying to play Rise of Nations on GameSpy and have had issues in their rated rooms.
I can only connect to 1 player in 20...gamespy starts to connect, but then goes back to 'searching'.
I read an article about opening ports on routers and I was wondering if I need to do something like that with my switch...?
I'm running a 16 port switch with static IPs.
I've only got windows XP firewall running atm.
Oddly, I can connect and host games with no problems in non rated rooms (never had an issue), but I have this irritating problem in rated rooms.
so boiling it down, do I need to open ports in my switch or in my IP configurations, or is this primarily for routers and such.
