Windows Refuses to Run App in Non-Compatability Mode

I'm having a unique problem here. As some of you mayo r may not have read in the cafe, I've been trying to get Sim City 4 to run in a window. I found the appropriate command line argument, and it works now, but only if I run it executed from the command line.

During my trial and error attempts to get this app to run windowed, one of the things that I did was to turn on compatability mode and attempt to run the app and make it think it was on a 98 machine. That didnt do anything, so I turned it off....or so I thought.

If I run the app either from a shortcut or by double-clicking the executeable directly, it outright refuses to run. Using a process explorer, I have discovered that despite having de-activated compatability mode in its shortcut, explorer continues to attempt to run it in compatability mode.

So my question is this: Where can I go to attempt to forcibly remove this app from the compatability mode list? Or what stemps do I have to take?

I've already searched the registry for the apps name, and Ive deleted and re-created the shortcut for the game several times with no effect. So, how can I get compatability mode to bug off?

Make sure the properties on the program arent set to run it in compatibility mode.

Ive done that, several times. It still runs in compatability mode.
