The latest issue of Time has a article about talks between the Iraqi insurgents and the US. While preliminary, the fact that talks are going on is a positive sign that full scale peace may be in the offing. On going attacks by the insurgents are now to be considered "bargining" ploys so they can get a better deal as they negotiate a final settlement. Too bad for all the victims who get "bargained" away.
I would file this under Psy-Ops. My guess is there's very little *negotiation* occurring but the hope probably is that a few planted rumors may sew a feed seeds of dischord and betrayal among the various insurgency groups.
