One way to reduce abortion

At the time of conception have the state and federal govt. allow the fetus as a regular child tax credit for that year. Aren't you in awe of how my mind works?

I like my idea of having to pass a test before being able to have children better.

I like Dedman's idea. Funny, tho' that those who would pass would be least likely to really want children, or no more than one.
