I was wondering if I buy
this router, if I could plug my dorm's ethernet cable into the internet port of the router, have the router either setup a dynamic ip or static ip, and then place computers behind the router and have the router act as a firewall between my computers and all other computers on the network.

Yeah that is basicaly possible. Most Routers these days have some advanced rules and settings.

Don't need to spend that much. Linksys are cheaper and unless you absolutely need VPN, keep the $$ in your pocket.

Linksys is actually more expensive than they should be. For 20 dollars less and comparable to Linksys's BEFSX41 (and with better quality and firmware features) you can get the Netgear RP614, but since wireless is a hot item you can get the WGR614 which is still cheaper and better than LInksys offerings.
On Newegg they sell for really cheap cus they are offering $10 rebates. Check em out.

There are two reasons I am choosing that router:
1. 100MBPS wan port
2. 2x WAN ports, can be used for redundancy backup or load balancing, I will be using it for load balancing my and my roomies connection
