Illegal problem solved

Canada has said it would welcome all the Mexican's that wanted to go work there. What was unclear was if the Mexicans could freely "sneak" in and be welcome or if they had to go through immigration. Since the only way they could sneak in is by going through America I'm not sure the Canadians offer will do us any good.
