Goggles or No Goggles?

A country with a 20.3 Billion GNP (ahead of Iraq as of 2003) can't cough of the coins to buy some night vision equipment. Even with the "Evil Israel" just down the road? All the money they must spent on the military and they have no night vision assets? I doubt that.
Its sounds to me they are making lip service to stopping border commings and goings while trying to weedle some money or technology out of the west.
Yes they are getting attacked by the insurgents and our troops and that does suck. I just think its an attempt to not help while seeming to try.
*side note*I remember Powel having to go over there right after the major fighting was over in 2003 to warn Syria not to back the insurgents or get any ideas. The reason we were supposed to go to Portagul the England then Norway for port visits. Instead we turned east and put of a show of force off their coast while Powel was there. We ended up going to Spain instead of 3 ports.
