Trying to make .wav files less than 32K for D3, HELP!!!

OK, I'm trying to make .wav files less than 32K so I can make it into a D3 audio taunt. But, most of the .wav files that I would like to be 32k are not 32k. When I downsample to Mono, 22,050 sound, it's still big (like 200 KB, and the file is 3 seconds long) !! How you guys make good audio taunts so small in size? What programs I need to used? HELP!!!!

The .wav files are always going to be larger than the .osf's used for taunts as .wav's are uncompressed raw wave data and osf's are compressed.
Take a wav, convert it in d3 and see what the resulting size of the osf is. You'll be surprised how much it compresses.

I have a problem.
When I play my audio taunts in D3, I'm the only one who can hear it. Nobody can hear it, only me! D3 converted it all the wav files and I can used them in D3. But I'm the only one who can haer them. Any ideas?

1) they are still to long or
2) they have audio taunts turned off

most taunts last 1 or 2 seconds, don't try taunts longer than that. This guideline often helped

From um.... (massive) experimentation I have found that at 22k sample rate 8 bit mono, a taunt can be up to 2.8 seconds long.
I use
http://audacity.sourceforge.net to trim the sound up, cut out silent sections, filter, amplify bass, etc. Then I run the resulting sound file through
http://sox.sourceforge.net to convert the sound to 22k sample rate, 8 bit, mono.

In open source, its pretty tough to hide that crap.

Goldwave is a small like 1 man CDN company. I've used it for years and it rocks. There is no spyware or anything in it.

The size limit for the resulting osf file is 32kb. Anything bigger will not transfer to the clients in game, but can be moved over by mail or such -- I remember discussion about having oversized taunts in team games for communication purposes.
