I read that the LEO was reprimanded in the past for drawing his weapon unnecessarily, hence the hesitation to swiftly end the confrontation.

Almost there Roidster. The word may sound like that when it's spoken lazily, but if you pronounce it how it's supposed to be, then the spelling is obvious:

Ya, the cop should of shot the guy as soon as he saw him pulling the rifle out. The perp was obviously high on something the way he was dancing around in the street.
A retired cop who owns the shooting range where I shoot at was telling me a story he went through. Saved a couple of kids from their father after he had killed their mother. In the course of saving the kids, he (the cop) had to shoot and kill the father. A short time later he was sued by the children for the wrongful death of their father. The LEO's actions were later found to be justified. You begin to see how much a police officers actions are scrutinised and you have to wonder how they can still perform their duties and not go nuts.

Incidents like this are disgusting. If I understand correctly, the LEO read the situation wrong, hesitated and apparently paid the price.
IMO, Law Enforcement doctrine for these situations is very difficult to formulate, especially in today's society. Sometimes what LOOKS threatening is only a guy going for his wallet... So what to do? Shoot to kill? Taser? Identify the subject and retreat? Retreat and let a chopper follow the subject home?
Are there any follow up articles?... Oh NM, this happened back in 1998

The LEO told the man "Put the gun down!" and the man responded "No!". It seems to me that the LEO would have shot him at that point.
