Monitor problem
Bought a flat panel Sceptre X96-Komodo V11A which worked fine for 2 weeks then went fuzzy.
It did not come w/ a driver but XP found it.
Now it's fuzzy and you can't change resolution.
I downloaded a driver from Sceptre which didn't help so I re-attached my Dell monitor which is also not working correctly and "updating driver" did not help.
What next?

yeah ... i would say if you had a problem with one monitor and a second monitor is giving you trouble... best thing to do is start looking at the card not the monitor, even if they appear to be different problems, since different monitors will exibhit voltage / port problems differently, all they do is show you the information they are getting. if that info is bad, then it will do the best it can to interpret.

I've actually fixed a similar problem on a couple machines for family & friends. Apparently some LCD monitors let you set an inappropriate refresh rate and that will cause fuzzyness, snow and other problems on the monitor.
Glad you found the problem, but I'd check that card in another computer, it may be that you had a similar problem to the one I mentioned above, which was corrected when you installed a new card.
OTOH, It may not.
