Pretty much all you have to do is set the connection speed in the launcher to the correct setting to match your internet connection bandwidth. Theres very little in the way of TCP/IP tweaking you can or should do in D3.

I believe there's a registry tweak for TCP/IP. Something like MAX_MTU? This (IIRC) allows you to increase the maximum packet size for broadband users. I don't think it does much for D3, but it can improve overall surfing speed.
Then again, I could be delusional.

run this test
tweek test also define your connection, advertised speed, and O/S. then unless you are on DSL select normal
the follow the recommendations and links listed on the left and use
Dr TCP as directed to adjust your settings, then run the test again. you can ignore the ICMP section on the right
now do a
speed test and you should be tweeked

Bubba, I lurb you !
Why I couldn't for the life of me think of Dr Tcp, drugs in high school maybe?
Thats exactly what I wanted.
I used that on my old system and it seemed to clear up some issues with skippiness on my side.
Thank you all for your answers, I wonder would this link be a good addition in the multiplayer sticky thread?
